Job Description

BACKGROUND: In Libya, the humanitarian situation has deteriorated since the 2011 revolution. According to the United Nations, Humanitarian Needs Overview for 2020, 1.8 million people have been affected by the crisis, and more than 893,000 people are in need of some form of humanitarian assistance, a nine percent increase on 2018.

IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines and supplies and rehabilitations to primary health care centers (PHCCs), along with GBV protection programming in Misrata. Since then, the IRC’s presence in Libya has rapidly expanded.

The IRC now works in Health and Protection programing in different contexts (urban areas, Detention Centres, Disembarkation Points, Shelters) in Zwara and Zwayia, Tripoli, Gharyan, Zliten, Khoms, Misrata, Tawerga, Bani Walid and areas in South Libya targeting migrants and refugees, IDPs and hosting population.

IRC Libya is currently undergoing further expansion, with increased Health-focused interventions in West, East and South Libya through partnerships with International and National NGOs.

Job Overview/Summary

The Grants Manager is the focal point for the award management aspects of a portfolio of IRC-Libya grants and partnerships that will focus on the implementation and rehabilitation of health and education facilities, procurement of medical equipment, and capacity building of staff working for the Ministry of Health for areas covering Western, Eastern and Southern Libya. Under the supervision of the Grants Coordinator and in close coordination with Partnership Coordinator, the Grants Manager contributes to grants management, donor reporting, grants information management and capacity-building efforts. The Grants Manager also supports programmatic and budgetary monitoring, compliance with donors and internal IRC rules and regulations. The position is based in Tunis, with frequent travel to Libya (at least 10 days per month will be spent in Libya).

Major Responsibilities

The main responsibility of the position include:

Reporting and information management (30%):

In coordination with Partnership Coordinator, lead and facilitate day-to-day aspects of donor reporting processes of the IRC and partners’ teams to ensure the timely submission of accurate programmatic reports, which are reflective of IRC’s strategy in Libya.

Coordinate with the finance department and Partnership Coordinator to ensure timely submission of financial reports. This includes tracking and disseminating reporting schedules and templates, reviewing reports for accuracy and compliance, as well as coordinating reviews and submitting reports to donor.

Enhance the country office profile by maintaining project fact sheets, providing relevant information for dissemination to donors, regional office, HQ and others, as necessary and requested.

Collect and draft success stories and communication material as necessary.

In coordination with Partnership Coordinator, ensure quality information management through regular maintenance of grant files, reporting calendars, timely submission and updating of internal IRC documentation and other Grant Unit tools, including coordination and preparation of documents and files for internal and external audits.

Grants management (20%):

Monitor and facilitate the compliance of the programs with donor and IRC requirements and raise issues affecting external/internal compliance.

In coordination with Partnership Coordinator, lead Program Cycle Meetings, including monthly Project Implementation Meetings and Budget vs Actual (BVA), take minutes and action points and follow up with senior management on progress.

Proactively support programs teams with the reporting process by performing thorough reviews of the narrative and financial reports, pre-filling the reports, and pre-emtping donors’ questions.

Work closely with technical coordinators to enhance the capacity of local staff in project management, including work-plans, procurement plans, recruitment plans, and spending plans.

Lead programmatic revisions such as cost modifications, program realignments, and no-cost extensions. This includes coordinating technical and budget inputs and managing the review and approval process.

Sub-award management (30%):

Support Partnership Coordinator In

Undertaking partners’ Due Diligence processes in accordance with IRC’s Partnership Excellence for Equality and Results System (PEERS) and advise the GC and SMT on partners’ risks, and recommend capacity building actions accordingly.

Drafting sub-grant agreements and modifications, acting as the focal point with HQ for review and approval, and facilitate signature by IRC and partners.

Coordinating with Finance and Program departments for internal review and clearance of all financial documentation and reporting associated with sub-grants.

Identifying partners’ sub-grant compliance risks and incidents (such as activity implementation or reporting delays, or missing program documentation) and escalating to the GC, making recommendations for further action.

Other tasks as required (20%):

Contribute to the development of proposals and annexes as necessary for submission to donors in coordination with program leads and the finance and operations teams.

Build grant management capacity of field staff by facilitating trainings and providing one-on-one follow up support in report writing, proposal development and other related topics.

Job Requirements

Bachelor’s degree in international development/affairs, public administration, or related subject; Master’s degree preferred

At least three years’ experience working with international non-governmental organizations in the area of program development, grants management, and/or project management particularly for the health projects

Prior grants management experience and familiarity with European (DFID, EUTF, DG NEAR, SIDA) donors, and UN (UNHCR) donor regulations, procedures and requirements

Demonstrable understanding of project planning and management cycles, and strong program design skills

Demonstrable high-level performance management and team-working skills; well-developed negotiation skills and ability to communicate effectively in internal and external settings

Demonstrable ability to work, communicate and build effective relations remotely

Excellent English written and verbal communication skills

Familiarity with budgeting using MS Excel

Ability to prioritize high volumes of work to meet tight deadlines

Ability to work well under unstable security, administrative, and programmatic pressures

Highly organized, close attention to detail and ability to effectively prioritize tasks in a fluid environment

Familiarity with international IRC systems and processes preferred

Experience In The Region Preferred

Working Environment

The position will be based in Tunis with a housing allowance. At least 10 days per month will be spent in Libya.
